CDex is most excellent, small file and easy to use.

I'd probably use iTunes - but if I was going down the open source route I'd probably use LAME as deborah_c has already suggested.

Audacity (http://audacity.sourceforge.net/) is also excellent as a free sound converting/editing tool.
