Not the Party Write Up

The party write up will come later, but for now I'm trying to fathom out a problem with my PC. I'm running Win XP and my user seems to have become corrupted. The keyboard rate on my user seems to be set at about 3 seconds (ie hit a ley and 3 seconds later something happens)

I've checked the keyboard settings and they are fine and it is only effecting 1 of 5 user profiles on the system - any suggestion?

Virus checker (Norton) is up to date and hasn't found anything.
